Anne Jacques, or Anne Fulcher as she was known for much of her social work career in Melbourne, completed a Diploma in Social Studies at Trinity College Dublin, where she also completed Commerce and Arts degrees. In 1962 she moved with her husband to Sydney, where she gained employment as a social worker with the Health Department of NSW, and was seconded to the Mental Health Association and the Psychiatric Rehabilitation Association.

In the early 1970s Anne was appointed as the part-time Director of the new Doncaster Community Care and Counselling Centre that was both a Community Advice Bureau and a centre that provided individual counseling. Anne worked at Doncare for four years, during which time training courses for volunteers were developed, enabling them to deliver many of the organisation’s services.

Seeking a part-time position, Anne then moved to the Foster Care and Adoption Section of the state Social Welfare Department, where she was responsible for the adoption of children with special needs. Anne’s next position was back in Doncaster, but this time as the first Community Development Officer employed by the Doncaster municipality, where she was responsible for the development of a range of services and structures for the local community. Her time with the Doncaster Council alerted Anne to the needs of older people in the community, and in late 1977 she joined the staff of the Victorian Council on the Ageing, becoming its Executive Director in 1978, a position she held for 13 years until 1992, when she retired. In her retirement Anne established a small retirement consultancy firm that she called “Senior Solutions”; this firm was still operating at the time of her interview in October 1996.
