How can social workers have influence in ensuring that we get the best public policies to address social issues? Using the National Disability Insurance Scheme, (the NDIS), as an example, AASW Board director Anita Phillips will share what she believes were the primary influences during the formulation of that public policy.
About Anita Phillips
You may have heard the saying “we get the government we deserve” or paraphrases such as “we get the politicians we deserve”. You may well have reflected on just how true this may be in the light of political upheavals in recent years. I believe that we come to a more accurate translation if we interpret “government” as the policies it produces, so we then come up with the possibility that “we get the policies we deserve”. I propose to use the formulation of disability policy as espoused in the National Disability Insurance Scheme (NDIS) to illustrate how we got this particular policy and could, or should we as social workers have done anything to ensure that this was a policy that people with disability and their carers truly deserved?
Anita has been a practising social worker in many fields for over forty years, including as an executive director with various government departments, most recently as Public Advocate/Public Guardian in the ACT until 2013. Anita has also been a Member of State Parliament. She is currently undertaking a PhD at the Institute of Governance and Policy Analysis at the University of Canberra and is a sessional lecturer at ACU. Anita has been re-elected as a Director on the National Board of the AASW for the past seven years.
